An Abilities API Draft Circulates Among Core Teams
A proposal to describe what a plugin can do, in a machine-readable way, is getting comments. The interesting fight is over who is allowed to declare an ability.

If WordPress is going to talk to agents and other software, it needs a vocabulary that is not a readme. The draft abilities API is that vocabulary, still in pencil.
Plugin authors should comment now, while the nouns are cheap to change. Later they will be headers you cannot take back.
