Plugin Check as a CLI means a GitHub Action can say no before a human does. The checks are the same ones review already uses: headers, capabilities, and the usual dangerous functions.
Authors who wait for the directory to tell them about a missing readme will still wait. Authors who run the command in CI will have a quieter inbox.
