Every plugin author believes their options deserve a top-level menu. Collectively this is how wp-admin became a strip mall.
Ship a default that works. Hide the rest behind Advanced. If you cannot pick a default, you do not have a product. You have a toolbox.
Users do not dream of configuring you. They dream of publishing and going outside.
