Theme Directory Requires a theme.json Spacing Scale

Review is restating what theme.json v3 already hinted: a named spacing scale is part of shipping, not a nice-to-have.
You can still be weird. You have to declare the weirdness. Magic numbers in every group block are how patterns break the minute they leave your demo.
